Not always. Standard keeps more future options open, but a child who will not continue Maths and is genuinely overloaded may be better served by Basic.
Should a weak student immediately choose Basic?
No. First check whether the weakness is repairable. Many students look weak because older algebra, calculation, or word-problem skills were never corrected.
